Exclamation Processes taking up too much CPU power

For some odd reason, simple things like IE and explorer and stuff have been taking up 46+% of my processing power lately. I have no clue why this has started but it is REALLY annoying! When the processor load gets heavy, the sound also crackles and everything moves slow as crap. Anyone have any suggestions as to why this has started happeneing? I have the idea of reinstalling XP in the back of my mind but I really don't feel like doing that, especially since I don't have an XP cd on my right now.
