Did you plug it in before you start your com up? because it doesn't work if you plug it in after sometimes

I have the same problem accept with my windows me computer. I cant boot from the hardrive and want to reinstall Windows ME. The problem is when I boot from the CD I can't use my keyboard to press any key. This is unusual because it works if I go to the bios. When I try to boot from the hardrive is says windows did not shut down properly and can't laud files. I'm then given the choice to Start normaly or in safe mode yet once again my keyboard stops working. The only problem I can think of is that my computer is older and a regular keyboard must be used, not a USB keyboard.
