Powering on and restarting issues

1.) when i turn the power on, comp starts but monitor remains blank, like no signal to it. I then hold the power button til it powers off, then hit it again and it starts up fine.

2.)During gameplay monitor will go black and speakers will make a high pitched "eeeeeeeeeee" sound and then it restarts, weird thing is it didnt make the sound until i got a new monitor(20.1 veiwsonic.)

my temps are normal, i have all the latest drivers,

my system is:
AMD Athlon64 3000+
Asrock nf4g-sata2
ati radeon 1600xpro 512mb(NEW)
2 cheapo sticks of 512 pc3200 ram
40gb seagate hd
hiperon 580w psu (NEW)
windows xp home
Gigabyte, Poseiden Case

Im hoping to solve this soon, I have an AMD 64fx-55 chip, 2x1gb corsair ram, and 250 gb sataII HD i want to put in, but im afraid i might kill it.
please help, til then im gonna surf some more to see if i can find a solution. oh yeah ive already spent 3 hours looking b4 posting.

the only other thing is the +12v=9.35v , is that ok?

OK, I installed the ram, waiting on heatsink for fx chip . The old cheapo ram was appaerently the problem.. everything running good since!!

ARGH the restarting issues during gameplay are back, makes the "eeeeeee" sound and restarts..............anyone, any ideas..?

could a charred looking small corner of my mobo be the problem?

Might be if there is something under it.
