Default Possible CPU Problems...HELP!

this recently jus happened....whenever im on my computer sometimes whenever im moving my mouse or doing somethin in a program it lags...example: move ur mouse around in a cirlce...it goes smoothly for a lil then for like 1 second it will STOP then go again smoothly...some sort of lag...i looked at my proccessor performance (CTRL+ALT+DELETE) and its at like 30-50...then it will go to 10 then up again..its almost like i have CPU SPIKES out of nowhere when no major programs are running or nething....it USUALLY is at around 3 or any single digit....also when im playin a computer game like counter strike...it will go smoothly and it will SKIP...almost like skippin frames...can anybody help me with this problem if there is a solution...???

no its not a new CPU got it a while ago....specs: AMD XP 1800+...1GB RAM...ABIT NF7 motherboard....Radeon 9600 pro.....
