No it is not possible. Microsoft made Accounts to personal computers to allow home users and work users to access the same computer using two different usernames and passwords. To keep information separated from each user. Only thing I can suggest is get a new computer and interlock them to share folders and files.

No, it cannot be done. Fast user switching is, meaning you can have multiple accounts logged in at once, but they won't display live. And no, it's not recommended to have more than one account open. It takes up too much resources.

Actually yes it is with VMware

http://www.vmware.com/products/product_index.html
http://www.vmware.com/products/ace/

just install get that and install separate peripherals for each. One can be host (regular) and the other virtual.

basically your desktop acts as a central server.

Edit: Wait, wtf, you mean two people actually using the computer at onetime with like 2 cursors? Lol, no available software will do that but you can always hire some programmer to write you a program in C#. It's not impossible, just not readily available.

And theirs other ways besides this.

Without virtulization, you could run a terminal server on your computer, and on your second monitor actually connect to your own computer.
