When ever I try to install two windows OS's(dual boot), the first one(any OS) is successful, but the second time when I try to install the OS(any OS) I always get the following error:

Windows could not start because following file is missing or corrupt:
<windows root>\system32\hal.dll
Please reinstall a copy of the above file.

erm..Did you partition correctly?

I'm not sure how to help you with a dual boot windows system, I've always used windows and linux combo. But i suppose you.. have to partitioni correctly first, then boot from CD, and make sure you install on the blank partition

hal.dll sounds like perhaps spyware If you did not format your drive and are trying to install and have spyware or virus's they can mess with you. A repartician is also reccomended. It works far better with a dual boot to have 2 particians one for each operating system. That gives you a c: and d: drive. I generally put Millenium on first on c: and then xp on d:- I make d: bigger than c:
If you have 98 you can boot to dos from the cd and run fdisk to partician. Or get a bootable partitioner.
each drive should be formated by dos and then let xp setup the ntfs on d:.
