like 10%

There was a lot of programs running when i was in the menu and it said 98% when I closed them it went to like 20-30%

What about in-game? try destroying a building with no background programs running and watch it.

CPU bottleneck then. There isn't much to do except upgrade.

well that's why the frame rate is so bad. My processor just can't handle the massive amounts of debris and particles.

Yes, it would appear so.

Perhaps install your OS on a separate partition and don't install anything except games in it. It would rid you of unneeded processes.

if you were ever so interested, we could probably slap together a gamer PC that could handle most games Max for your resolution for about 500$

just an idea.
