physical ram vs. available ram

i was using this program called driverguide toolkit and it told me this:

Total Physical Memory 1,024.00 MB
Available Physical Memory 750.16 MB

how can i get that available memory up?

By turning off running programs.. You are using 274mb of the total ram, to increase the amont of avaliable ram you need to shut down running prosesses.

oh, so it should kinda be like that?

it's simple: running programs use memory to store temporary information. and by turning them off you will gain the space that that temporary information took up in your memory.

And I apolagise if it may sound like I'm telling a complete idiot but the simplest explanation is often the best one.
