Default PC diagnostic

Hi All

Let say if the window does not load up, how should I do a diagnostic to see what problem is the station is facing?

What you mean by its not loading up? What Windows is it? Does it come up with an error? Crashes?

I am just making an assumption. Let say the O/S is either Window XP or Window 2000. It does not come out an error but it does not display the loading of Windows screen.
1) From there how to perform a PC diagnostic?
2) How do we know if the window crashes or one of the hardware crashes, eg harddisk or memory
