They're suggesting that you completely reinstall windows. You don't need to be logged in to do this, but it will wipe any data on the computer. If you don't have another computer, you may be able to use a library computer, as long as they let you install programs (rufus) on them.

The best thing to do is just use a friends computer to put the .iso of Windows 10 onto the USB.

Good point there, actually. Plus sometimes the tool gets stuck for ages on verification of the ISO/created image and that can be a pain, although it does certify that you have a working copy.

I use the Microsoft Windows and Office ISO Download Tool from Heidoc. It allows you to get a direct download link from the Microsoft servers and is a lot faster than the media creation tools.
