Default PAL or NTSC?

i was reading online that PAL DVDs are not most likely to play on all DVD players such as region 1 DVD players. do region 1 players consist of United States because i recently burnt a disk and it said there are more PAL files then NTSC would you like to convert to the mojority of files. so i clicked yes and when i try and play it on my DVD player i get a C:13:00 encryption error and when i play it on my PS2 i get a message saying "TV Doesn't Match System"

so i'm guessing i can only read NTSC, correct?
