Taken out of context, this is not true. However, if you are talking about in his situation, then this is probably true.

Also, locked BIOSes sometimes do not permit temperature reading software (like Speedfan or Everest) and some don't even have sensors. Since that computer looks to be a bit dated, it may not even have them, and knowing the temperature is vital for overclocking.
