Default Overclocking lowers frames?

On a specific area of a game, at stock settings, the frames will be a certain point.

When I overclock my GC, it lowers 3 frames instead .. whereas in other areas it'll go higher.

iv been getting that on css, i used to get about 110fps but now its only in the 70s
