Offline web pages wont save!

Hello im new here.
I am having trouble getting offline web pages to work while i am offline when i go to make a web page available whilst online(using IE) the file transfer window comes up and the page downloads but when i go to view it later when my laptop is not conected to the net it wont let me.
I know that the file has downloaded because when i look at the properties(in offline web pages)the file is usually about 250kb.

If somebody could help me with my problem i would be very grateful.

PS this function used to work, (it stopped working before the sp2 update so i know its not that).
