Default Noobiest thing ive ever asked.

Ive seen people do this but ive never really asked about it. One computer two monitors, doing two different apps. Are they just booting up two os's at the same time?

no its just an extension of your desktop, u can literally just drag things to the side of your primary monitor and they appear in the second one, its just extra space

You can also make duplicate copies of your desktop, for like a presentation or something.

Yeah, it's really simple to do. Just make sure your video card has two DVI or VGA monitor output ports and two LCDs. Plug them both in and go into Display properties to extend the desktop.
