After that there should be some beeps that your computer makes when you first turn it on. These are called POST errors. In the manual that came with your motherboard, there will be a description for each type of beep. That will tell you why it's not booting.

Ahh ok great! My friend just told me that i could try reseting the video card is that a possible solution to the problem?

I don't know how you'd reset the video card without booting the computer so I can't be sure.

Do you have your yellow and black 4 pin connector plugged into the mobo?

is the power cable plugged into your gpu? have you thought it might be the monitor itself or maybe the vga cable

Okay i have plugged the speaker in and its making no noise

I have diagnosed that the motherboard must be faulty!
