new built computer doesnt get past loging on

I have just built a new computer it starts up and it checks HDD and cpu etc

then it comes up if i want to load with safe mode etc then it loads up fully and nothing happens it just freezes

can anyone help me fix this?

now is this a HDD that you have used to install the OS on another computer?
or is the HDD new?
if its old, then you have to reinstall windows.
And maybe post your specs or something.
