Would the Antec Neo he 430 P/S be a better choice than the Enermax?

Just get this one. It's best for what you have:

Antec SmartPower 2.0 SP-450 ATX12V 450W Power Supply 115/230 V UL, TUV, CB, FCC CLASS B, CUL - Retail
http://www.newegg.com/Product/Produc...82E16817103936

That's what I would get.

Well I am down to getting a good 56K modem for dialup and a good memory. I had selected the Corsair Value select 1GB (2x512Mb) but not sure if I will need that much for this system.

If you can afford the 1GB, then by all means get it. If you just want the bare minimum, don't go any less than 512MB. I recommend keeping the 1GB. It comes in handy when you doing a lot on your computer.

As far as the modem goes, get something cheap like this:

U.S. Robotics USR263090 56Kbps PCI Bus (Plug and Play) Internal Modem
http://www.newegg.com/Product/Produc...82E16825104141

They're pretty good. It's dial up technology so there's really nothing you can do to improve connectivity.

It has onboard video and onboard sound, lol. You're loaded with that motherboard. For a microATX board, it's packed.

Here's the link to it:
