Default Neverending "welcome" screen

I have a computer that runs on Windows XP and it recently got some spyware. Instead of trying to delete it all, I decided that it would be easier just to save all of my important documents onto a disk and reload windows to delete everything. I had done this process before to clear my computer. This time, though, while in the middle of reloading it, my power went out. When I was able to turn my computer back on, It started the regular process but it could not get past the blue "welcome" screen. Since then I have tried everything I could think of (restarting many times, putting in the XP C.D., taking out the XP C.D., etc...) but nothing seems to work and I am still unable to advance past the "welcome" screen.

Short Story:
Failed at loading windows and now I cant get past the welcome screen.

Please help.

Use the XP cd to format the hard drive and reinstall windows, that is, if you have all you're documents saved.
