Default network card problem

I have this old computer that for some reason wont connect to the internet.

I have noticed that the network cards lights dont turn out when i turn the computer on.

Does this mean the network card is dead and i need a new one?

Also, if i do what is one you recomend? What does 10/100Mbps or 10/100/1000/2000 Mbps mean? What the difference?
