Default Need some opinions

Okay my friend has a P4 "dual core" @ 3.00 ghz and a X1950 GT, He says that his CPU bottlenecks his video card? Does it really? Or is it just a crap CPU/GPU? One more thing, does someone who has a 8500 GT would they be able to get a 9600 GSO and upgrade it without having to get more things for their computer?

ok if that is even true that that cpu is that fast then no its also dependant on the game you can't play crysis well with that card it just not an up to date gpu.

It depends on the resolution, there will almost always be a CPU bottleneck to a certain extent at lower resolutions, but at higher resolutions, games will be GPU bottlenecked.
