Default Need some help.

My cousin has some computer questions and i told him id ask you guys.

First off he has a Compaq(I think) its AMD XP 2800-3000+ not sure what exactly...But his CPU temp in bios is at 80C and when he downloaded a CPU temp program its at 60C which should we go by?
Another problem is he just bought a new heatsink+fan and did not but the adhesive that goes on the CPU and now is having trouble because his PC is acting up and sometimes it restarts..I told him these are signs of overheating and he should not have done that with the heatsink, so what now? If his CPU is burned out can I still use the MB?

sometimes the CPU melts into the mobo, and that is prolly the case >_<
that is....IF he fried his CPU
