Default Need help pickout out a new pc

My friends old computer he had got messed up because he took the fan out and basically fried the mobo. He only wants to spend about $400 and I wanted to help him out picking a computer. He wants it to be fast and hes need would basically just be surfing the internet and playing online games like runescape. He was wondering if it could run atleast 1.8GHz.

Any suggestions?

well for $400 im sure u could get a low end c2d with 2 Gb RAM easily,

If he's not interested in building his own, Newegg has a decent system for $384.99: Acer Aspire AM1100-U1302A.

It also has an available PCIe x16 slot so he can get a better video card down the road.
