Angry mystery HDD recovery partition

Hello,
i have a toshiba satellite running windows 7,
my internal hard drive has two partitions,
WINDOWS (C
and
DATA (D
the data partition is 250gb large and it is empty and the only thing in it is a hdd recovery
thing.

What is it for , do i need it , can i delete it?

No, don't delete anything.
If your machine crashes, you will need this to do a restore.

do i need all 250gb of it i checked my friends computer that is almost the same as my computer and it only has a 6gb recovery partition
