Default mysql and cgi

hey guys i am new to the whole webpage design thing, but i was wondering...

do you guys know a lot about cgi and mysql... basically can you explain what i could use it for and stuff?

also, on my free little html website... it i wanted to create like a wall where people could post stuff and talk to me... how would i do that?
