if he is going to be gaming then tell him to get a better GFX. its not even worth it buying the 8600GTS just for DX10. it wont be able to play any good DX10 games until the game designers master DX10

These two items are pretty hot and I would consider getting these:

Western Digital Raptor X WD1500AHFD 150GB 10,000 RPM 16MB Cache Serial ATA150 Hard Drive - OEM
http://www.newegg.com/Product/Produc...82E16822136011

EVGA 640-P2-N821-AR GeForce 8800GTS 640MB 320-bit GDDR3 PCI Express x16 HDCP Video Card - Retail

don't get the Antec SP. Its a crap powersupply. Instead go for the Antec Neo 550/500He. And as said above, go with a 8800GTS. If thats too expensive for him, get a x1950pro. And you don't need a raptor. Its not worth it.

The Raptors are one of the best drives aside from using SCSI and solid state hard drives. Cost wise, it's probably too high for anyone's taste, since you can find hard drives cheaper than $50. In fact, that's the only disadvantage of NOT buying that particular hard drive. But reviews clearly shows a performance difference for the better.

Overall the build looks decent, but I'd definitely go with the 8800GTS instead of the 8600GT.

It didn't sound like it. I would always recommend those Raptors if it's within anyone's budget. Since he's already building a pretty good PC, a Raptor will be a nice addition. Especially if you plan on using RAID.
