What I told him to use isn't a tool, its standard on any Windows XP machine that I have used.

WAIT WAIT
do you ever burn things onto your cd... If yes there might be a file waiting to be compied onto a cd. Even if the cd is used or there something on it. The computer wont eject the drive. Its an error. It's like a glitch that xp has. The think i do to fix the problem is resart the computer. Or check if there are any files be writen onto the cd. Check nero dvd decryptor, or just the basic windows burner if there are any files ready to be writen that are not writing onto the cd.
