is there a way to make a song sound better? Like as good as ones you would rip from a cd?

Unless it's initially ripped at good quality, no.

Increasing the bitrate and sample rates, after initial encoding, is useless. It will make the file bigger, but you can only make the quality worse, not better unfortunately.

Lossless is probably the closest quality you get get from a CD without having big music files, but they're already pretty big.
