Default Multi-colored lines on my screen when booting up?

When first booting my laptop, many lines of different colors would appear on the screen and the mouse freezes. . I would then manually turn the computer off and re-boot. On re-booting, the black and white screen gives me various choices on how to open, I choose "Safe Mode with Networking." and all is well. Other than that, I have had no problems with the computer. Any ideas? If this is the wrong forum for this question, please redirect.

Since everything is fine in safe mode I would bet that you have a driver issue. Download and install the latest drivers from the support section of the Toshiba website. Probably you want to focus on the chipset and video drivers. I recently found a ulitility called Display Driver Uninstaller (DDU) to be helpful in removing a stubborn bad video driver. You might also give that a try if simply running the installer for the video driver doesn't work.

He says when he first starts it up. At startup the bios is in control. Until windows starts up, the vid driver is not in play.
Sounds like a bios issue. Try defaulting the bios.
