Mouse problem. need help.

i don't know y but some times my mouse is like moveing in slow motion.

i don't know if it has anything to do with the video card that i just got.

VIdeo card that i got.

does it has anything to do with the setting?
i just changed my screen refresh rate from 72 to 85.

help.

No it's not a video card problem.
Is this a cordless mouse ? If so change the batteries.
If not has it always done this ? Take it back
If not go to Control Panel/Mouse and work it out there.
