Default mouse issue in old computer.

In my brother's old computer, the mouse just stopped working in the toolbar, and the status bar thingy at the top of the windows. He can't click on those, but he can click on his desktop. He also can't click in any open windows from windows.

His computer has windows 98SE, no internet connection, 196 mb of ram, just reformatted a week ago. what is the problem?

i would also try a new mouse, just to completely eliminate that from the cause of the problem.
