My internet is acting screwy and i think part of the problem is with the ethernet port on my m3a motherboard. My internet slows down so i disable and renable the port and it speeds up for a little bit and slows down again. Does that sound like the port or something else

It's possible it's a hardware problem with the port, yes - I take it the same problem is ok with other computers on the network?
As a first port of call I'd update the drivers / contact the motherboard manufacturer and ask if there have been any similar issues. (Might not get a comprehensive response, but worth a try.) Have you got any PCI network cards lying around? If so I'd recommend seeing if the problem still appears whilst using one of those.
