Default monitor refresh rates

Im having trouble keeping my monitor to stay on 85hrz.
I have an AOC FT700 Monitor, Ati Radeon 9600XT video Card. Running at 1024x768 resolution.

If i goto my video card and chage the monitor refresh rate to 85 its fine, i dont have a flickering screen,
but if i restart windows XP then it seems like my refresh rate is going back to 60 hrz. 60 hrz is bugging my eyes when looking at a white screen, i see black flickering.

how do i fix this to stay at 85hrz?

Why would you want it at 85hz?

I have mine at 75 on my lcd monitor, running at 1024x768, thats about what it should be

I don't think I've even bothered checking mine. Unless you have some wierd lighting equipment in the room 85hz is generally overkill. Unless you can see the flashing on anything else?

Lol; its a reasonable question You don't need to be rude.

It does sound like that; something is quite generally up with the Monitor if it does not go to 85Hz. What sort of stuff do you have around it?
