ok so whats the refresh rate ? try another one at different res. and also try another monitor if at all possible.

If your getting artifacts at that resolution with that card you need to start thinking about an RMA, sounds like your card is screwed up.

I finally fixed it. It was a faulty DVI cable. I just plugged in my old cable with a DVI converter that came with my card, it fixed it completely. Thanks to anyone who tried to help. But problems seem to keep coming one after another, and you can see my next problem in my recent.
