Default Missing Menu Toolbar

I'm missing the menu toolbar that has the File, Edit, View, etc. on all my windows. No matter if I open My Computer or Internet Explorer or anything it's not there. I have no idea how to get it back. Does anyone know what I need to do?

I did a virus scan, ran ad-aware, and tried pressing f11. Still nothing.

I have FireFox already but I still need the menu bar back in windows like My Computer, Explorer, etc...

I dont want to have to reformat because I have a lot of things on my computer that I dont want to loose.

I try doing that but my wife gets mad at me...lol. No really, I tried all of that but nothing, and it's not just IE, its any window that I open. I even tried a system restore but no matter what day I try to restore to, it says it was unable to restore to that day.
