Default missing file windows\system32\config\system

I turned off my computer one day and then go to restart to find an error message that says:
Windows could not start because the following file is missing or corrupt

(the computer is running vista)

I boot from the install disk to try and repair it, it goes through the "windows is loading files bar" and then goes right back to the error message.

Sometimes i get this error:

How do i fix this?
