Default Mini Computers, PLEASE HELP

I want to build one of those really small computers that are like 12inx6inx7in approx, and i was wondering when one buys those as a barebone do they come with chips and what not, cause all the sites i've been to don't say. if anyone has any light to shine that would be great, like
a) do they come twith RAM
b)CPU
c) other necesitties

what are you going to do with it? any good gaming? or just the normal web surfing, emailing, and word doc/excel/etc.?

yeah just normal stuff, my bros going to college and i want to give him a small computer for his dorm, he doesnt do gaming or anything so just something small and capable

for 700$ u can build a shuttile with a graphics card and ity can handle games ok(graphics card speeds up th e system any who...

Go here and look. These all come with mobo and chip but need memory and HDD and operating system.

I was trying to sell my laptop which is basically just a small computer(lacking the battery) But some of those little computers are rather impressive...
