Default milisecond freezing

For some reason, I've turned my computer on today and the whole computer seems to freeze for about a few miliseconds every second. The cursor stops, the menus stop, even the keyboard stops when your typing.

I have no idea what it is, but it happens every second and then carries on for a second like nothings happened.

I'm pretty sure I don't have anything on the computer, but what could it be?

Hope you can help

Wierd, I restarted twice, and the second time I unpluggged the DVD drive since something has been up with it recently and it hasn't been reading discs, and powering down, etc. Anyway, the second time it worked.

It seems it was causing a conflict with the entire PC...
