Default Microsoft Paint is C**P!

What I want to do is be able to edit photos, negative/sepia etc, and add some fancy text to them, 3D text/shadowing, etc.

This is impossible in Paint! It's pants.

Can anyone recommend any free Photo editing software out there that will give me loads of editing and text options?

I would suggest Gimp. People have compared it to Photoshop. It runs on Windows, Linux, and Mac OS X because its completely open source.
