It is just a smaller version of the regular ATX motherboard. The size is cut down so it will fit into smaller cases and therefore take up less room. They remove such things as extra memory slots, PCI slots, normally only one PCI-e slot (which is all you need to use a 7950). Obviously the downside is that it doesn't allow for a lot of expansion or added hardware but lots of times people who buy them simply don't need the extra slots.
