Default memory timings...

now lemme get this straight, the lower the numbers on memory timings the better right? mine are
2.5-3-3-6 (CL-RCD-RP-RAS)

why is the last number so much higher then the rest? is this normal? are these even decent memory timings?

i think the last number has to always be higher and the first number has to be 2,2.5 or 3
