Default Memory management

Is there a way to limit how much memory/system resources specific programs like firefox can use?

as far as my very basic knoledge goes not really im sure there is a program somewhere that will do the job but the best thing i can think of is to lower the priority in task manager,
but preventing n e program from usin the resources it needs will more than likely make it unstable ??

Is there a program that will let me limit band width for each website. and for each computer on my lan?
