Have you run a diagnostic on the hard drive? You can find the utility on the drive manufacturer's web site. Everything else in the build is new correct?

yeah everything else is new...the HD could have got messed up during the move possibly?

Maybe.

It is set as master or cable select and connected at the very end of the IDE cable, yes?

yeah its the master(black connector) and the CDROM is the slave(gray connector)

CDROM on it's own cable, or on the secondary connector on the HDD's cable?

Are the jumpers on the drives set correctly?

secondary connector on the HDD's cable...but I also disconnected it and attempted to boot as well but same prob bob

The little black things on the pins on the back side of the drive next to where the cable plugs into.
