I think i know why. Reseat your heatsink with some AS5 and it should be better. There is a huge deltaT so reseating it should help.

Plus, when you restart your system, your PC has to work hard again, so the temps may rise, but give them time, and they'll drop again.

The CPU temp can change quite alot depending on what your doing.

I suggest your temps aren't reading right in that case. Try another program, like Speed Fan:

Hmm... I'm stumped.

As for putting holes in your case, you might as well. It should improve cooling, and won't damage anything else.
