Hmm...I've never gotten a motherboard OEM...I'd guess that it does not though. Usually OEM is just the part in a static proof bag.

I usually recommend getting the mobo as retail, since there is always a lot of stuff that comes with the mobo. All other parts are fine to get OEM. And about the io plate, I doubt that it's included in the OEM package. As freestyler said it's usually just the part in the static proof bag and and a normal cardboard box.
