What motherboard do you have? Does it support PCI-E 16x?

I'd recommend you get either an 9000 series Nvidia GPU, or a 4000 series ATI GPU, if you do.

If you can recommend a maximum price you'd be willing to spend, we can give you more in the way of the level of gaming you want to achieve.
 
Even a simple 9400 1GB video card would be far better than any onboard he has now.

In that case, I recommend either a ATI 4850 - 4870 depending on price range,
or in the Nvidia catagory... the 9800GTX, or one of the new Nvidia 250/260's would be a nice bet.

It depends how high you want to go though, but most cards would be better than what you have now.
 
Considering that his comp only has either a 250W or 300W PSU, he should stick with the lower end cards. As 63083 said, near anything would be better than the integrated Intel GMA 3000.

For $45, the SPARKLE GeForce 9400 GT 1GB would probably give him the performance he needs to run TF2 at playable rates on lower resolutions. He may be bound by his 1.6GHz dual core Pentium though.
