Exclamation Live TV Online

We’re doing a website for a TV station, and they want to have a live TV broadcast, the signal from their side will be SDI, after research we’ve came to two options, which made things confusing:
1. Installing DVR on the station
2. Using a streaming server

1. Which is the better solution, considering:
a. We want the best quality video and audio
b. We’re considering having two choices; WMP, Real, and both have low (about 56k) and high (about 300k)
c. We use Pal system 25 FPS
d. If DVR is the best, then what’s the best available
e. If Streaming server is the best what’s the best available (how about Real http://www.realnetworks.com/products/rbn/index.html#rbn)
f. The video should be inside a custom page we create
g. We have our own dedicated server, should we move the whole website to the streaming server?
h. We’re planning to have a mirror servers, incase one is down it would direct to the mirror
2. Why some video dimension are wider then others (both TV broadcast) should be about 320x240 – 352x212
3. And if any body have any experience or comments with links regarding that it would most appreciated
