Exclamation Lines across monitor?

I have a really strange problem happening. I have had my computer and all the components in it for quite some time, but for some reason it is acting weird. Across the top of my monitor, there are about 10 blue translucent horizontal lines that also stretch out the top. Any idea of what this could be? I think it is the video card or the monitor. Also, when I switch my resolution so there's a box around the viewing area, the lines are still there, just scaled down. Please give suggestions, this is really irritating.

Try degauss your monitor or what ever it is!

How do I do that? And I don't think it's that because the lines are perfectly spaced apart.

Degaussing a computer monitor clears electromagnetic buildup from the screen. Although it is hardly ever necessary, When you turn off the monitor, it will naturally do that too.

Just go in to the menu on the Monitor

I just tried that and returning it to factory settings, and it's still there.

No select Degaussing, it is a different thing the reset.

I know. I meant I degaussed it, nothing happened, then I returned it to factory settings.
