Default Limit Actions in XP?

Basically i need to modify an XP Account so that they have full admin rights EXCEPT Modifying the Network Connection Control Panel? (So they cant change IP Address's?)

Not sure if the actual option you want is there, but you can set the priviledges for certain user typed in the Group Policy in Administrative Tools in Control Panel. Have a browse around the options available, and see if one relates to the Networking side of things...
