latptop can't boot to windows

I was trying to delete some unuseful files from my laptop's harddisk. Mistakingly i deleted some of windows files. Now for evertime i try to start my laptop i have this massage.
"this file is corrupted or missen c:\windows\comman.com"
there are four of this massages with different files that are missen are corrupted. pls what can i do ?

how can i install windows when i can't boot to drive c: or issue any comman at the prompt.when i type a comman i get some error massage.

you need to boot from your cd rom using a oem windows boot disk. Or if your laptop has a floppy drive you can boot from an emergency boot floppy created with windows-sadly thats dog before the cart if you don't have one.
Your bios will allow you to boot from a cd, floppy, or even a network.
